Santa Barbara Loses a
One-of-a-kind Bakery. The city would not allow Sweetie Cakes Co. to follow
the Federal ADA regulations Section 28CFR 36.305 that allows home delivery
and curbside service to replace handicap access. It saddens us greatly
to announce that we will not be able to open the bakery as planned in Santa
Barbara. After months of working with (waiting for) the County and City
it turns out that the County sent a violation to the City because we did
not have wheelchair ramps. (we weren't even open yet- just in the plan check
phase) Handicap access would have cost well over $200,000-$500,000 because
a lift was needed instead of ramps. Ramps would have blocked the parking
lot. We were not prepared to make the changes to the 500 sq ft bakery. We
contacted the ADA and they informed us that a lift for everyone is actually
considered a nuisance and that we could simply offer home delivery or curbside
service. Santa Barbara would not allow us to follow the Federal ADA regulation
which allows us to offer "curbside service or home delivery" instead
of handicap access. We don't quite understand why they have not allowed
us to follow these regulations. George Estrella from Santa Barbara City
Planning and Development told me they "only allow it for Chinese food".
Why Sweetie Cakes cannot abide by the Federal ADA regulation is a mystery
to us.
Because of Norma Campos-Ibarra,
Geoff Lancaster and George Estrella we were not "allowed" to open
the bakery even though we were willing to follow all County, City and Government
regulations.
Our best advise is not to
open a business in Santa Barbara. We call it the "Not Nice Paradise"
We don't mean to be negative.
We just want to save others from the hostile experience and agony. There
are lots of other cities that will treat you so much better!
